The most undergraded coin I've owned in some time. Yes, the reverse looks VF35, but the obverse clearly doesn't. If there is one thing we know for sure, it's that both sides of this coin circulated the exact same amount. Thus, if the obverse is strong, solid XF, then we'd have to conclude that the reverse is as well. Strike accounts for the issue, and is often the culprit with Bust silver coins, especially early ones. The clincher? Luster. It is solid XF all the way.
