I'm on team PCGS here...this coin is clearly nicer than the ANACS 1981 grade. I'd personally award a 64+ just for the freshness and thick luster. Part of a large group of coins we recently bought, all with Photo Certs dated Sept 9, 1981. The coins graded by ANACS back in the early 80's were typically conservatively done, and this one is no different.
